Description (?): Enables Windows-based programs to create, access, and modify Internet-based files. If this service is stopped, these functions will not be available. If this service is disabled, any services that explicitly depend on it will fail to start.

Explanation (?):

The WebClient service provides web distributed authoring and versioning (WebDAV) so that your computer can publish files using the HTTP protocol. This allows you to transfer files directly to a web server without extended less secure protocols such as FTP because it can work through SSL certificates. In simple terms this means this service lets you upload (publish) files to a website.

This service is best left to automatic if you do any type of web publishing. However, this service has been known to create problems with drive mappings on network file shares if proxy server confusion occurs, and with Sharepoint services. Most of the issues created by this service would only appear in corporate environments and the typical result is long delays. For this reason I suggest that you set this service to manual if you do not need it, and if it creates problems then I suggest disabling it.
