Explanation (?):

This service is a component of Remote Storage. The purpose is to migrate infrequently used files to backup media, typically to tape. This has the benefit that the system automatically cleans up space that you may consider wasted since it's used infrequently and if they need the files in the future then they can be retrieved.

The purpose of this particular service is to notify users that the file they requested is not readily available and that there may be a delay in accessing the file. As such this service can be disabled if you don't require the notifications. However, you will most likely want this service running if you are using Remote Storage. If you are not then you can remove this feature from the Add / Remove Components.
