The Boot Information Negotiation Layer service can be found only on server versions of Windows 2000 and above. It is used in answering remote installation server (RIS) requests from pre execution environments (PXE) booting clients. If layman terms this service is used for installing Windows on computers over a network through a server. This can be especially useful for corporate environments that need to rollout Windows installations to a large network, especially if the clients have no CD drives. However, this behavior can also be obtained through use of Symantec's Ghost that allows for greater flexability.

If you have this service and do not use it you can safely disable it. However, it is highly recommended that uninstall the BINL application through the Add/Remove components dialog rather then just disable it if you do not need it, as that is considered more secure and less wasteful. Disabling or removing this service will cause PXE clients to not receive a RIS reply.
