Explanation (?):

The telephony service provides the telephony application program/programming interface (TAPI) for communications program. This service is required for using built-in dial-up modem support in Windows (including AOL), for some broadband providers, and for fax capabilities. It is also possible that this service could be used for voice over IP (VoIP) through your computer, and could include such programs as GameVoice, NetMeeting, etc.. It is suggested that you leave this service set to manual, but you could disable it if you do not use dial-up and you use broadband, especially if you use a router or do not have the ISP's software installed, and if you don't use VoIP through any program.
