This service is a component of Remote Storage. The purpose is to migrate infrequently used files to backup media, typically to tape. This has the benefit that the system automatically cleans up space that you may consider wasted since it's used infrequently and if they need the files in the future then they can be retrieved.
The purpose of this particular service seems to be a management layer that allows the Remote Storage system to interact with different file systems.
